Offered a job without Interview..SCAM? HELP!

I have been applying to a lot of jobs through bayt, gulftalent, LinkedIn, etc. I applied to an oil producing company based in Abu Dhabi for a Project Manager job. Once, I applied they sent me a questionnaire to fill out to screen me for the job. Woke up this morning to see I have successfully been selected for the job. They sent me a lengthy email which includes a work contract and detailing, how to obtain a visa for expatriates, pay, when the job starts, benefits, contract term (2 year contract and can be renewed), place of work and when I have to start by.They are saying my next step is to contact an agency to obtain my work visa and anything I spend out of pocket will be reimbursed. Here's my question...How can they hire me or a contract me without EVER talking to me? All I ever did was apply and fill out a detailed questionnaire and I get a job? Im from the USA and this almost NEVER happens here so I am bit concerned if this is legit or not? They did provide their contact info so I can call or email them which I will but wanted to hear your opinions. Please give me your advice on what I am looking at. Thanks
